Snow+Snow senior principal Daniel Hartley told Agri-Pulse that the biofuel industry’s concerns about the reliability of clean fuel production tax credit guidance are well-founded, and that the new administration is likely to require additional consultation with congressional allies before issuing any definitive framework.

Hartley said the administration would be unlikely to move quickly given the complexity of the agricultural constituencies involved. “They’ll want to hear from corn growers, soybean producers, ethanol refiners, and livestock operations — and those groups don’t always agree on what the right policy looks like.”

“The agriculture sector has real leverage here,” Hartley added. “The question is whether it can speak with one voice. A fragmented message from farm country makes it easier for Washington to delay.”

Hartley noted that the original enthusiasm around clean fuel incentives has been tempered by delays and regulatory complexity, and that clear guidance — whatever form it takes — would be welcomed across the industry.
